GOVERNMENT PAY, RETIREMENT, AND CONTRACTOR STATUS MODERNIZATION
Federal Pay Scale Modernization
All Federal pay schedules shall keep pace with inflation at a minimum
General Schedule (GS)
GS pay shall begin at annual pay rates of $55,120
GS Pay Grade steps shall remain proportionately the same
GS Pay will apply to all industries that are federalized, in addition to traditional positions
The GS Schedule shall ensure well defined criteria for promotion, and pay raises
Federal Wage System (FWS)
FWS pay shall begin at annual pay rates of $26.50/hour
FWS Pay Grade steps shall remain proportionately the same
FWS Pay will apply to all industries that are federalized, in addition to traditional positions
The FWS Schedule shall ensure well defined criteria for promotion, and pay raises
Law Enforcement Officer (LEO) Schedule
LEO Schedules shall adjust in rate comparatively to GS rates
Senior Executive Service (SES) Schedule
SES Schedules shall remain unchanged
Congress, federally elected or appointed officials, shall no longer have a voice to raise, or maintain their pay, that shall be determined by the US Department of Labor
United States Postal Services (USPS)
The USPS shall maintain their current pay schedules; however, the US Department of Labor shall enter into negotiations to assimilate USPS pay schedules into one of the 4 existing pay schedules
Pay Banding
Shall be disallowed, however, bonuses, and metrics-based pay may be used as an additional incentive in departments that choose to utilize them
Retirement Modernization
All federal employees, including federal contractors, foreign contractors shall be eligible for retirement after 20 years of service, in addition to Thrift Savings Plan (TSP) funds
Elected members of the Federal Government, or Appointed Officials shall not include time served towards federal retirement years of service, but may utilize TSP, or other retirement programs that are self-funded
Contractor Status, Rights, Retirement, Modernization
Henceforth, all government contractors shall receive the same benefits as regular federal employees, including counting federal contract time towards federal retirement, being able to contribute to and maintain a TSP account, and lateral transfers to official Federal Employment
Government contractors includes foreign nationals who are contracted by the Federal Government
